Israel to Fund Energy Efficiency Initiatives

Israeli Minister of National Infrastructures Uzi Landau said during the "Policy & Technology - Energy Efficiency - The Quiet Giant" panel at the Eilat-Eilot International Renewable Energy Conference & Exhibition:
" Israel has decided to cut its energy consumption by 20% by 2020 under a business-as-usual scenario, which is an ambitious target, but needs a big budget.”
How will they achieve this? The Israeli Globes website reports that Landau said that "the greenest electricity is the electricity never generated"; hence through energy efficiency.
In order to create energy efficiencies that will conserve electricity, a bill has been tabled in the Israeli government to set up an energy efficiency fund.
Landau said that financing for this fund should come from a 1% levy on Israel Electric Corporation's annual revenue, and that a committee should decide which projects should receive funding.
